Rosa Elias is an associate in Raben's Government Affairs practice area.

Before joining Raben, Rosa interned at the Congressional Hispanic Caucus Institute's program. She also worked in the office of Minority Leader Hakeem Jeffries (D-NY), where she directly assisted constituents with casework and conducted extensive research on immigration policies introduced in the 117th and 118th Congresses.

Rosa also previously interned for North Carolina Governor Roy Cooper's Boards and Commission Department, preparing appointment letters and co-directing the Governor’s Hispanic Advisory Council at its at-large community meetings. Additionally, Rosa worked as a paralegal and has experience drafting various types of employment visas and hardship waivers for immigrants needing legal assistance.

Rosa’s passion for Latino issues comes from her experiences and research in college, including an Honor’s Thesis on Latino representation in the U.S. Congress and becoming the president of a student-run organization called Students United for Immigrant Equality, which offered resources, funding, and support to immigrants on campus and beyond. She was born in Chapel Hill, N.C., and raised in Lima, Peru. She holds bachelor’s degrees in political science and public policy from the University of North Carolina at Chapel Hill. In her free time, she enjoys Latin dancing and trying new restaurants.
