Jheanelle Wilkins is a dynamic policy and government affairs leader with deep expertise at the intersection of advocacy, public policy, and social impact strategy. Born in Kingston, Jamaica, she brings a deeply rooted commitment to expanding opportunity and strengthening communities through thoughtful, equity-driven policy.
Prior to joining Raben, Jheanelle led national strategies for 16 years at The Leadership Conference on Civil and Human Rights, the nation’s oldest and largest civil rights coalition, where she built and led the organization’s state and local government affairs portfolio. She has shaped advocacy at the national, state, and local levels, driving strategies that advance voting rights, justice reform, educational equity, immigrant rights, and democracy. Her work has included building relationships with leaders across the country, organizing and facilitating strategic activations and events, building inclusive coalitions, leading trainings, and equipping communities with the tools to take action on critical issues. Jheanelle is also a sought-after public speaker and presenter, known for delivering engaging and impactful remarks to diverse audiences.
In addition to her professional work, Jheanelle serves in the Maryland General Assembly, representing District 20 in the House of Delegates. She is chair of the House Ways and Means Committee, overseeing a broad legislative portfolio that includes state and local revenues, education policy, child care issues, and gaming.
Jheanelle earned a bachelor's degree in sociology from the University of Delaware and a master's degree from American University in Washington, D.C. She enjoys traveling and planning trips around the world, as well as reading thrillers. She is an enthusiastic learner of the French language and is working to improve her golf game.
